libgrib-api-dev software package provides GRIB decoding/encoding software library (development), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgrib-api-dev
libgrib-api-dev is installed in your system.
Make ensure the libgrib-api-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgrib-api-dev *
You will get with libgrib-api-dev package name, version, architecture and description in a table
